Revisiting San Francisco's Residence Parks

Promised as relief from the nuisances of city life, San Francisco’s residence parks were designed as master planned communities within the city limits. Restrictions limited what could be built in these communities, prohibiting such uses as apartments and businesses to maximize the suburban atmosphere. Ultimately, eight were created: St. Francis Wood, Sea Cliff, Lincoln Manor, West Clay Park, Forest Hill, Balboa Terrace, Ingleside Terraces and Jordan Park. Come hear about their history and legacy.

Dear Balboa Community Members,
Please be advised that the next regularly scheduled Balboa Reservoir Community Advisory Committee (BRCAC) meeting will take place at the City College Multi-Use Building at 55 Phelan Ave. on Monday, January 11 at 6:15pm.
The two main items on the agenda are:
(1) A discussion of the "Additional Public Benefits" that are not addressed in previous sections of the draft Request for Proposals (RFP) and
(2) A discussion of revisions to the Housing, Open Space, Urban Design and Transportation sections of the draft RFP based on public feedback. See the agenda, materials for review and meeting details on the BRCAC web page.

Notice of Upcoming Construction (2238J Pedestrian Safety Improvements) on Sloat Blvd |

This notice has been sent to inform you of upcoming construction work -- titled 'Sloat Blvd. Pedestrian Safety Improvements II, 2238J®' at the following locations:
1. Sloat Blvd. at Everglade Dr.
2. Sloat Blvd. at 23rd Ave.
Bay Area Lightworks, Inc. under direction of San Francisco Public Works will perform work that consists of pedestrian hybrid beacons and countdown signals, pavement renovation, curb ramp and bulb-out construction, sewer replacement, traffic routing, and all associated work at the above intersections.
Work is scheduled to begin in about 10 days. Once crews begin working, the work may be performed intermittently based on construction sequencing at each location of the project. No Parking barricade signs will be posted along the sidewalk at least 72 hours before work begins to alert motorists of any parking restrictions. Please expect minor traffic impacts, parking restrictions, traffic routing, and pedestrian routing, etc.

REMINDER: Muni Metro Open for New Year's Eve,Embarcadero Station Closed for Overnight |

Dear Neighbors, Business Merchants and Muni Customers:
As the city gets ready to ring in the New Year, the Blue Light Emergency Telephone and Radio System Replacement Projects continue to make impressive headway in Muni subway. We are almost there.
To make it easier and quicker for partygoers to travel to and from overnight celebrations at the waterfront, Muni subway will be open for train service until 4 a.m. on New Year’s Eve. To do this, the ongoing Muni subway communications system upgrades in the subway will be suspended. The nightly subway work, which closes the subway at 9:30 p.m. and provides bus substitution service, will resume January 1, 2016.
Also starting the night of January 1, the Embarcadero Station, which usually remains open for the T Third service, will close for night work to help accelerate the construction schedule. The bus shuttle service currently in place at night between Embarcadero and St. Francis Circle will extend to Folsom Street. After the subway closes, the T Third trains will only operate between Folsom Street and Sunnydale Avenue between 9:30 p.m. and 1:30 a.m. The goal is to complete the subway communications upgrades on January 22 to accommodate the construction of Super Bowl City, which begins January 23.
Since the start of construction on July 31, the two projects have been moving along as planned. The contractor for the blue light telephone replacement is using multiple crews to install cable hangers at various locations in the subway. At the same time, the radio replacement crews are installing the infrastructure for the new telephone system including cable hangers, light fixtures and telephones between West Portal and Embarcadero. Special rail vehicles transport the materials and equipment in the subway.
Every night, underground, construction crews are hard at work to modernize critical communication systems in the Muni Metro subway that will allow us to respond quickly in the event of an emergency. The communications upgrades will bring safer, more reliable service to Muni’s 155,000 daily Metro riders.
By the time they’re done, crews will have installed about 15,000 cable hangers and 15 miles of cable for the new communication systems in the subway.

San Francisco's Panama-Pacific Exposition
In its centennial year, Nancy DeStefanis discusses the "last great world's fair," the Panama Pacific International Exposition of 1915, and displays artifacts from the event. She also presents a slideshow and a film, “The Phantom City,” which features live footage of the Exposition. Constructed on 635 acres of what is now the Marina District, the Fair demonstrated that San Francisco had recovered from the devastation of the 1906 earthquake and was a center of new ideas and manufacture.

Next Balboa Reservoir Meeting: December 14th
Balboa Reservoir Draft Language regarding City College and Sustainability to be discussed December 14th.
Please find the newest draft language for the Balboa Reservoir request for proposals (RFP) on the Balboa Reservoir Community Advisory Committee (CAC) web page. The drafts include development parameters regarding the site's relationship to City College, sustainability, and "additional public benefits" which have not been specifically addressed in other sections of the RFP. City staff will present and the public will have the opportunity to comment on these materials at the next CAC Meeting, December 14th, 6:15pm at the City College Multi-Use Building. More info here.
Overall Balboa Reservoir Schedule
As a reminder, this fall the CAC and public have explored several topic areas of the draft RFP. These topic areas include housing, public realm (aka open space), urban design and transportation. The draft language we've discussed provides potential developers the minimum requirements and guidance on how to go above and beyond the minimum requirements. On January 11, 2016, the CAC will address City staff updates to the draft language based on public comment. The overall project schedule is as follows:

Construction on Unity Plaza, adjacent to the City College Bus Terminal, will begin next week! Unity Plaza will be an approximately 210-by-65 foot public open space with trees and plants, benches, pedestrian lighting, special artistic pavement, a domed climbing structure and photography displays depicting the history of the area.
